Highway agencies in India are shifting from the least cost (L1) bidding system to a highest technical score (T1) model for awarding detailed project report (DPR) preparation contracts. This change aims to improve the quality of DPRs, which had deteriorated due to consultancy firms quoting unsustainably low prices.
