In Nepal, USAID's involvement has been a topic of considerable debate over the years. The agency's primary focus in the country has been promoting development, healthcare, education, and governance. However, as the political landscape evolved, some critics began to perceive its actions as more than just aid. Nepal, a predominantly Hindu nation, has seen a shift toward secularism over the past few decades, particularly following the monarchy's abolition in 2008. This change has been partially attributed to foreign influence, including the role of USAID. The agency funded programs promoting secular education, women’s rights, and political reforms, often emphasizing religious tolerance and diversity. While these programs were framed as advancing democratic values, many Hindu nationalists viewed them as undermining Nepal’s traditional Hindu identity. Critics argue that USAID's funding, while aimed at strengthening democracy and reducing poverty, indirectly pushed for secularization in a way that diminished the importance of Hinduism in Nepal’s cultural and political life. These critics claim that this external influence had a lasting impact on the country's secular constitution and religious policies. In addition to promoting secularism, there were accusations of USAID supporting Christian missionary activities in Nepal. While the agency denied direct involvement in religious conversion, some Hindu groups believed that foreign funds were being funneled into local Christian organizations, thereby contributing to the gradual rise of Christianity in the nation. The situation grew more contentious as Nepal’s religious fabric became more diverse. As the Christian population grew, some Hindu organizations raised alarms, accusing USAID of fueling an agenda to weaken Hinduism's presence. These claims were compounded by the belief that foreign aid was entangled with geopolitical strategies, aiming at reshaping Nepal into a more Westernized, secular society. For many, the involvement of USAID in Nepal presented a delicate balance. While the country benefited from essential developmental programs, questions about foreign influence on religious and cultural identity loomed large. Was USAID’s aid truly about improving lives, or was it part of a broader mission to reshape Nepal in line with Western values?
