Let’s begin with the obvious. The United States Constitution, that revered parchment from the age of powdered wigs and horse-drawn carriages, contains a small but potent clause called the Foreign Emoluments Clause. It explicitly bars federal officials from accepting “any present, Emolument, Office, or Title, of any kind whatever” from a foreign state without Congressional approval.
