PARSA: Thori Rural Municipality has been declared the first literate municipality in Parsa district. Of the 15,678 individuals aged 15 to 60 from 3,809 households in the municipality, 15,321—representing 98.86 percent—were able to meet at least eight of the twelve literacy indicators set by the government.
