‘Backbone of city’: Philadelphia union workers end strike; reach ‘historic deal’ with city

Philadelphia officials and District Council 33 have reached a tentative agreement, ending a week-long strike by nearly 10,000 blue-collar workers. The agreement, which needs ratification, includes a 14 percent pay increase over four years.
