Why are top US universities facing questions over who really qualifies for scholarships?

The US Department of Education is investigating five universities over scholarships that allegedly exclude American-born students in favour of undocumented or DACA recipients. The probes focus on possible violations of Title VI of the Civil Rights Act, which prohibits national origin discrimination. Additional inquiries will examine scholarships that may exclude students based on race or colour. The investigations follow complaints filed by the Equal Protection Project, aiming to ensure equal access for all students.
