Tibet was struck by a second earthquake of magnitude 4.0 on Wednesday, following an earlier quake of 4.3. The shallow depth of the quakes increases the risk of aftershocks and damage. Simultaneously, heavy rainfall in Tibet caused rivers flowing into Nepal to swell, leading to flood warnings and surging water levels in several regions.
