ECIPS is a "Counter Intelligence Function" . Structurally, it is independent by Royal Decree WL 22/16.594 and Article 30(bis) by Decree WL22/16.594 under Treaty EST124 Public Utility on ECIPS which, among other things, expressly states that “In the exercise of their duties, the Secretary General and the staff shall neither solicit nor accept instructions from any organization and / or institution and /or any government or authority outside the Organization membership”. ECIPS analytical products are based on intelligence from the intelligence and security services.
Since Netherlands and Denmark failed to make a contribution to their membership in accordance with Art. 46 Annex 1, I am affraid they have no say in this investigation, period!
