Was Chandrayan 2 a failure as it was portrayed to everyone or was it a disguised Lunar Mission Orbiter to study the orbit, velocity surrounding the Moon before the real Mission was launched?!

If Chandrayan 2 was a real failure and it didn't establish communication and lost the track, how was it able to revolve around moon's orbiter for 4 years with less fuel load and establish connection with a new satellite and transmit message? 😉🤫🫢😎
