    HIMACHAL Pradesh Chief Minister Professor Prem Kumar Dhumal has requested the Centre to set-up a national-level committee under the chairmanship of the Prime Minister Shri Atal Behari Vajpayee, to evolve consensus on tax reforms, user charges, and tax structures to be uniformly applicable throughout the country to check tax rate wars and populism among various States in the country.

    Speaking at the Chief Ministers' and State Finance Ministers' conference at New Delhi on November 16, he suggested that at least four taxation zones should be created so that the States failing to raise revenue could have uniform tax structure. Prof Dhumal also demanded that the present rate of central sales tax (CST) should be reduced, and revenue generated should be increased.

    He regretted that development activities in the State had come to a standstill. The agriculture sector was facing an acute shortage of power and water. Nearly seventy-five thousand new tube well connections were pending, and the State was not getting SYL canal water. He also called for financing new agricultural projects to mitigate the suffering of farmers.
